The review follows a request from PalNet, an air cargo products manufacturer that says specific aluminium sheets used in aviation cargo equipment cannot be sourced adequately outside China.

The case focuses on aluminium sheets made from 7000-series alloys. These materials are used to manufacture unit load devices, or ULDs, for the civil aviation and air cargo sectors. PalNet argues that these products must meet strict sector-specific requirements and are not currently produced in sufficient volumes within the EU or by alternative non-Chinese suppliers.

The review highlights a sensitive industrial policy issue for Europe. Anti-dumping duties are designed to protect domestic producers from unfairly priced imports. However, when specialised downstream manufacturers depend on materials that are not readily available inside the bloc, trade defence measures can create unintended supply-chain pressure.

Aviation Supply Chains Depend on Narrow Aluminium Specifications

The aluminium 7000-series sheets at the centre of the case serve a specialised market. ULD manufacturing requires lightweight, high-strength materials that can meet aviation and air cargo performance rules. These requirements narrow the list of qualified suppliers and make substitution difficult.

PalNet claims the existing EU anti-dumping duties on China aluminium flat-rolled products could threaten the survival of the only Union-based ULD manufacturer. That claim places the Commission in a difficult position. It must weigh upstream trade protection against downstream industrial continuity.

The issue is not simply about import prices. It is about whether Europe can maintain manufacturing capability in a niche aviation supply chain while also enforcing trade measures against Chinese aluminium products. If local supply is unavailable or insufficient, duties may raise costs without creating meaningful European replacement capacity.

EU Review Could Signal a More Targeted Approach to Aluminium Duties

The partial interim review could lead to a narrower interpretation of existing measures if the Commission accepts PalNet’s arguments. The investigation is expected to conclude within 12 months, giving EU authorities time to assess supply availability, technical requirements, and the economic impact on downstream users.

The case may also become a reference point for other sectors that rely on highly specific aluminium products. Europe imposed anti-dumping duties on Chinese aluminium flat-rolled products in 2021, but industrial demand has become more complex as aviation, transport, defence, and energy-transition supply chains require specialised alloys.

For China aluminium flat-rolled products, the review does not signal a broad reversal of EU trade defence policy. Instead, it suggests Brussels may need more precise tools when a protected upstream category overlaps with materials that European manufacturers cannot source competitively or reliably elsewhere.

The order mandates Bureau of Indian Standards certification for a wide range of aluminium products sold in the domestic market.

The regulation took effect on 11 March 2026 and replaces the earlier 2025 order. The Ministry of Commerce and Industry introduced the measure to improve product quality, strengthen consumer safety, and standardise aluminium products across India’s industrial supply chain.

India aluminium BIS certification will apply to products such as rods, bars, sheets, and composite panels. These materials are used across infrastructure, engineering, electrical equipment, packaging, aerospace, and household applications, making the order significant for both producers and downstream manufacturers.

Aluminium Producers Face New Compliance Timelines

Manufacturers must now secure a valid BIS licence before selling covered aluminium products in India. Certification will follow Scheme-I of Schedule II under the BIS regulations, 2018, which requires compliance with relevant Indian Standards and testing procedures.

The government has introduced phased deadlines to reduce disruption across different enterprise sizes. Critical aluminium products face immediate compliance, while general engineering aluminium products will follow a staggered schedule.

Large enterprises must comply by 1 December 2026. Small enterprises will have until 1 March 2027, while micro enterprises must comply by 1 June 2027. This phased structure gives smaller manufacturers more time to adapt their testing, documentation, and quality control systems.

Quality Control Order Reshapes India’s Aluminium Market

India aluminium BIS certification will likely raise the entry barrier for low-quality or inconsistent aluminium products. This could support more disciplined domestic production and reduce the circulation of non-standard material in key industrial sectors.

The order also has trade and procurement implications. Importers and domestic suppliers will need to align product specifications with Indian Standards before selling into the local market. However, exemptions remain for exports and research activities.

The R&D exemption allows up to 200kg of annual imports without BIS certification, provided the material is not sold and is later disposed of as scrap. This gives laboratories, universities, and product development teams limited flexibility while keeping commercial sales under the certification framework.

For India’s aluminium industry, the order signals a stronger policy focus on quality, traceability, and industrial standardisation. As demand grows from infrastructure, power equipment, packaging, aerospace, and manufacturing, certified aluminium supply will become more important for competitiveness and reliability.

China’s magnesium industry, which accounts for a staggering 83% of the world’s magnesium production, is grappling with challenges of oversupply and volatile prices, according to insights shared at the 27th annual conference of the China Magnesium Association (CMA) held in Xi'an.

Decade-Long Capacity and Utilization Issues

Over the past decade, China’s magnesium production capacity has ranged between 1.3 million and 1.5 million tonnes per year (t/yr). However, actual output has lagged behind at 800,000 to 1 million t/yr, resulting in an average utilization rate of just 63%, according to data from the China Nonferrous Metals Industry Association (CNMA).

Dependence on Traditional Sectors

The sector’s primary consumption is still tied to traditional industries like aluminium alloys, steel, and titanium sponge. Attempts to diversify into new applications, such as magnesium alloy construction sheets, consumer electronics, and new energy vehicles, have been slow. This limited innovation has contributed to an oversupply and pushed magnesium prices to near production costs.

Shifting Trends in Titanium Sponge Production

The use of magnesium in titanium sponge production has declined due to its environmental impact and price volatility. According to Jiang Baowei, lead engineer at Pangang Vanadium and Titanium Resources, many producers now use in-house magnesium obtained through electrolysis of titanium tetrachloride residue, reducing environmental pollution and stabilizing costs. In 2023, China’s titanium sponge production capacity reached 220,000 t/yr, supported by 250,000 t/yr of in-house electrolytic magnesium production.

Rising Production Amid Challenges

Despite these hurdles, China’s magnesium production rose to 702,900 tonnes during January-September 2024, an 18% year-on-year increase, fueled by resumed production in Shaanxi, the country’s largest magnesium-producing region. Output in Shaanxi grew by 14%, while neighboring Shanxi saw a 10% rise. Shaanxi alone houses 50 producers with a combined capacity of 678,000 t/yr, including 34 producers in Fugu County.

CMA’s Call to Action

Ge Honglin, CNMA president, urged the industry to emphasize magnesium’s benefits as a light structural metal and explore emerging markets like hydrogen storage and new energy vehicles. He also called for price stabilization to ensure affordability and reduce market volatility.

Sustainable Production Gains

The industry has made strides in energy efficiency, reducing the energy required to produce 1 tonne of magnesium from 5.2 tonnes of standard coal in 2012 to just 4 tonnes in 2023. Over the same period, magnesium consumption in structural materials more than doubled to 192,100 tonnes, contributing to a sharp rise in overall consumption, up by 76% since 2012.

China’s magnesium sector continues to grow in global prominence, but it faces an urgent need to diversify its applications, reduce environmental impacts, and stabilize pricing to maintain its leadership in the global market.

Gold investor base growth is no longer driven only by traditional bullion buyers. Central banks, institutional investors and digital channels are bringing new liquidity, broader access and stronger strategic demand into the market.

Gold investor base changes also matter beyond precious metals. They show that investors are increasingly looking for hard assets that can act as stores of value in a fragmented geopolitical and monetary environment.

The LBMA official gold price AM fell to $4,679.80/oz on 24 April from a record $5,501.70/oz on 29 January. But speakers said the pullback does not weaken the structural case for gold as a long-term diversifier.

Central Banks and Tokenised Products Broaden Demand

Central bank buying remains the clearest signal behind gold’s structural shift. Reserve managers are becoming more sensitive to concentration risk in US dollar assets as geopolitical alliances and monetary conditions change.

Gold offers central banks an asset without direct credit risk. It also supports reserve diversification at a time when inflation, debt debasement and currency risk are shaping long-term allocation decisions.

This trend is especially visible in emerging markets. Adding domestically sourced gold to reserves can support national balance sheets while reducing dependence on foreign reserve assets.

New financial channels are also expanding access. Tokenised gold and gold-backed digital products are attracting investors who may not have entered traditional bullion markets.

Stablecoin issuer Tether has emerged as a significant physical buyer over the past 18 months, adding a new category of demand alongside central banks and institutional investors.

This matters because easier access can change market behaviour. When physical gold becomes more liquid through digital channels, its investor base can expand faster than traditional vault, bullion and exchange-traded routes would allow.

For industrial metals, the signal is important. Copper, aluminium, rare earths, gallium, germanium and other strategic materials are also becoming policy-linked assets as governments and investors focus on supply security.

Gold may therefore offer an early example of how geopolitical risk, capital flows and physical asset ownership can reinforce one another.

Traceability Becomes Essential as Physical Demand Rises

Broader gold market participation also raises the importance of standards. Higher prices can make illicit flows more attractive and increase the risk of laundering through recycled or poorly documented material.

This creates pressure for stronger traceability, refining standards and chain-of-custody systems. Buyers and regulators increasingly want to know where metal comes from, how it was produced and whether it meets responsible sourcing requirements.

The market is moving from gold of unknown origin toward gold of known origin. That transition will require transparency, technology and stricter documentation across refining and recycling routes.

The issue is especially important for artisanal and small-scale mining supply. These flows can be difficult to document, but they remain important in many producing regions.

The same traceability logic is moving into industrial metals. Strategic stockpiling, defence procurement, battery regulations and critical minerals policies are making origin and documentation more important across supply chains.

For metals markets, this means physical assets are becoming more valuable, but also more scrutinised. Capital wants exposure to hard assets, while buyers and regulators want cleaner provenance.

That combination could reshape commodity markets. The winners will be suppliers that can provide not only material, but also verified origin, reliable custody and trusted compliance.
